The Minister is the first responsible person in MOA who makes the
highest decisions and orders concerning the functions of the
Ministry and its institutions, their authorities, and their
administrative, financial and technical affairs, within the limits
of laws in force. The Minister can entitle some of his/her
authorities to deputies, general directors, directors of
agricultural directorates, and Ministry officials, except
authorities he/she was personally entitled.
